State Party
considers that another
State Party
is not giving
effect
to the
provisions
ofthis
Convention
, it may, by
written
communication
, bring the matter to the
attention
of that
State Party

months
afler the
receipt
of the
communication

receiving State
shall afford the

communication
an explanation or any other
statement
in
writing
clarifying the matter, which should
include

extent
possible and pertinent,
reference

domestic
