State Party
is
prohibited
by
national
or
international law
from returning or accepting such
radioactive material

device
or
nuclear facility
or where the
States Parties
concerned
so
agree

subject
to paragraph 3 (b) of the present
article

possession

radioactive material

or
nuclear facilities
shall
continue
to take the
steps
described
in paragraph 1 of the present
