A State and Namibia, represented by the United Nations Council for Namibia, may express its consent to be bound by this Convention either by signature, or be deposit of an instrument of ratification, acceptance or approval following signature made subject to ratification, acceptance or approval, or by deposit of an instrument of accession. The instruments of ratification, acceptance, approval or accession shall be deposited with the depositary.
